Irritation...: It is difficult to give an impression without taking a look at it but possibilities are: irritation due to frequent friction and hydrocortisone cream can help with that. It could be an infection but in order to receive an accurate diagnosis it would be good if a primary care provider or Urologist does a formal exam.
