Without looking: The answer I would provide is merely a likely thing, but this is speculative. I have always espoused the doctrine that a rash or skin condition must be seen to be given a diagnosis. Spider veins and hemangiomas can appear similar to your description and are often itchy at times. Still this is conjecture. Show this skin anomaly to a doctor, and you will be able to find out what it is.
