Depends: Torn frenulum usually heals on its own. But might require frenulotomy or frenuloplasty if frenulum remains tight & liable to tear again with sex or masturbation. Very simple surgical procedure which can even be done in office after application of topical anesthetic cream injected local anesthetic. Or under general anesthesia.
