How many stairs?: If one walks up steps, especially if overweight or out of shape, there can be pain in the muscles used most, thigh quadriceps. If this was a rare outing to climb a lot more steps than usual, then it is unlikely to be a health threat. However, if one is out of shape or walked up steps that typically would not have been a challenge or caused pain, there is reason to see a doctor for eval/ex plan/etc.

Depends: It partially depends on how long the pain has been there. Calf pain can be an indicator of a blood clot or muscle pull. I would seek attention from a doctor. You can try ice, Aspirin and compression wrap.

How is your neck?: Unlikely you hurt both your elbows, or used both your hands so much, you affected muscles in forearms, which leaves your neck as source of pain in both forearms. But, pinched nerves from neck don't typically skip arms (between shoulders and elbows) to only affect forearms. So, need more information.
