A mucocele is usually caused by plugging up a small glands in your lip. Lip biting is a common cause. Have it checked out, and while you're waiting, try to avoid irritating it, as it may go away on its own.

Vitamin E creams: Vitamin e creams and ointments are available that are supposed to lighten scars and other darkened areas. There are lip bleaching agents available online (just google that) that claim to reduce darkening.
