Yes.: If those numbers were taken at rest (as opposed to just after exercise) they are definitely high and should be addressed by your doctor. Obesity can lead to high blood pressure, and you should get on a low carb diet and try to lose weight. And of course, don't smoke!

High BP: Blood pressure in this range is high and needs attention. Untreated high blood pressure can lead to heart attack, stroke, kidney disease and eye damage. Smoking and overweight add to risk. Please see you doctor for examination , treatment and appropriate tests.

Yeah, that's bad: Your blood pressure is definitely too high and requires treatment. Your goal is 130/90 as an absolute maximum, but lower still would be better, especially at your young age. And if that's your resting heart rate, it should be lower than 100. Get checked out formally by your doctor - you may need medications, and you should try to lose some weight and STOP SMOKING!!
