Not safe: Sexually transmitted infections can be passed even with short skin contact or brief penetration. Ejaculation is not needed for infection. Also, pre-ejaculate contains sperm and can lead to pregnancy. Unlike ejaculation, most people are unaware of pre-ejaculate release.
