Yes.: It most certainly can be an allergic reaction to new products such as soaps, pads, powder, lotions, etc. It may also be herpes. Herpes usually has an ulcer, although at times it's not obvious. You should see your doctor for an evaluation. Stop using any new soaps or feminine products.
