Venous pressure: Hi. It sounds like you've got increased venous pressure, i.e., increased pressure in the system that returns blood to the heart. A variety of things can do this. Are you sick? Short of breath? Problems with heart, lungs, clotting system, etc can cause this. And I'm only speculating without knowing more. Please see your doc for an in person evaluation.

Genetics: I hate to say it but at your age, if no other health issues or cause identified, it is just your genetics. As the other doctor suggested it is important to be seen and evaluated as they could be due to an underlying medical issue/condition. But if not, then it is just how you are.
