It's possible: There is often times pre-ejaculatory fluid that passes from the penis during sexual arousal. This fluid is clear and is similar in composition to semen but is different. Sometimes there is viable motile sperm in pre-ejaculate. Therefore, pregnancy can occur without ejaculation if penile-vaginal contact occurred.

Maybe: He may not have ejaculated but he may have had precum which may cause a pregnancy though less likely. Wait a week and test and if negarive try a week later.
