Sinus: Great question. It would be unusual to have a sinus infection without those things and a fever. You may have a cold, allergies or chronic sinus inflammation as the other possibilities. If you have a sore throat, cough or other symptoms its probably a cold

Unlikely: If there was a prior cold with fever followed by severe headache and congestion or continued cough it is possibe--otherwise unlikely
