Many possibilities: Cervical cancer would not be the first thing to think of, but a person with these symptoms should be evaluated by a gynecologist.

Endometriosis: Cramping outside the actual menstrual flow is most commonly endometriosis. It can also be interstitial cystitis or signs of an infection. Not likely to be cervical cancer without some irregular bleeding and a history of abnormal pap smears (assuming you get regular check ups).
