Is tvar aorta valve replacement as effective as open heart surgery?

Probably: TAVR is indicated for severe aortic stenosis in patients who are high risk for standard open heart AVR. The safety of this less invasive approach has been proven. Because TAVR is relatively new, long term data (10+ years post procedure) is not yet available.

Depends: This is a relatively new way of repairing an aortic valve. While more and more data is coming out in regards to less invasive techniques this is still mostly reserved for those who aren't candidates for open heart surgery and have symptomatic aortic valve stenosis. It does help people but it doesn't replace open heart techniques for those who can undergo surgery.
