A few ideas: Red bumps can sometimes be a heat rash, also a yeast infection could cause as well. Red bumps can also be genital warts (a virus called HPV that can cause warts, typically benign but can be annoying). Another (hopefully not) idea would be herpes. It's difficult to diagnose so best would be to make an appointment and be seen by doctor so that you don't miss anything important and treatable.

Many possibilities: This could represent something simple, like contact irritation from the (bands) on your clothing. It could represent folliculitis (inflammation of the hair shafts) or possibly a fungal infection (Candida intertrigo). I suppose there are other possibilities. It's hard to tell without an exam and some testing. You should see your doctor, who may order some more tests depending on what he/she sees.
