See ophthalmologist: Optometrists assess and treat refractive errors, meaning problems with the shape of the eye that cause blurry vision, and can be corrected by lenses. If they can't find the problem, it likely isn't related to eye shape and should be evaluated by an ophthalmologist (eye surgeon), who can evaluate and treat all eye problems.

Re evaluate: I don't know what you mean by "circle lenses", so I can't comment on that statement. "Eye doctor" can mean optometrist (who can evaluate for glasses) or ophthalmologist (an MD who can evaluate vision, medical issues related to the eye, and do surgery). See an ophthalmologist if you have not yet done so. Otherwise ask for a referral to a tertiary care center like Johns Hopkins.
