No,in most countries: Circumcision has been shown to significantly reduce HIV infection rate in african males in areas with a high incidence of HIV aids in the population. It certainly makes sence in those countries. However the same logic does not apply in n.America or europe where the incidence of aids is much lower & population is more aware of risky sexual practices & advantages of using condom prophlyactics.
