No major risks: Risk of what? If he touched it to you and did not ejaculate, there really isn't any risk of pregnancy (although if he does, you could get pregnant without penetration). If he has no open sores or discharge, then there's really no risk of any STD.

Pregnancy/STD: Unprotected intercourse puts you at risk for unplanned pregnancy and sexually transmitted diseases. Even without penetration (which is the likely next step) you are at risk for both of those consequences. Make sure that you are looking out for yourself and make the decisions that support YOU in being healthy and happy.
