I just had my first generation braces today but my doctor didn't placed rubber bands around the brackets and he told me that it is not time yet. why?

Glue setting period: Your braces are glued or cemented on - so putting stress on the brackets is not a good idea. Also, you need to get used to the braces themselves. Your Doctor will examine you on follow up and will see if your gums are well healed before he applies the rubber bands. You will need to make sure you are brushing around the braces well or you will have inflammation of your gums.

Missing rubber bands: You may have self-ligating brackets that do not require plastic o-rings to hold wire in place. Rubber bands are much larger, and may not be required at this point in our treatment. Not knowing your malocclusion or the appliance you are wearing the best advice I can give you is to return to your treating Orthodontist or General Dentist and ask him/her.
