It is not certain: The case is based on a man dying of rabies, & reporting a dog bite 25 years earlier. The idea that the virus was latent all that time is, as they clearly say, a "tentative" one, which means 'maybe'. In the next paragraph,read that rabies can be transmitted by other methods, too.
