Seek help: This is something you will want to review with your primary care doctor, as it could be a sign of a hormone deficiency. Unfortunately at age 25, further growth is unlikely feasible regardless of treatment(barring surgery) and your best option is try to work with your doctor /support system to avoid focusing on "size".

Size does not matter: If you are concerned see a good urologist and check your testosterone. Surgery can make the penis look as well. Remember that a woman gets the most pleasure from stimulating the clitoris and 2 inches should be plenty long.
