Depends: In hospitals with a neonatologist present at deliver, they usually evaulate the baby to see if more agreesive suctioning needs to be performed. In hospitals without that option the obgyn will usually be the one doing the suctioning of the newborn. But it truly is dependant on your hospital where you deliver.

Meconium aspiration: Neonatologist. Anything related to the baby after he is born -neonatologist will do (except surgery).

Both: It is ok for the OB to suction the infant once the head is out but neonatologist takes further steps (suctioning the mouth/nose or the trachea) once the baby is delivered as that is part of the neonatal resuscitation.
