Put it back!: The most important thing to do is to make sure that the foreskin is put back into it's natural position covering the head of the penis. If you do not do this, the foreskin can get stuck behind the head of the penis causing pain and swelling, a condition called paraphimosis. If you are unable put the foreskin back into it's normal position, call your doctor or go to the ER.

Depends: If it moves easily enough it is pulled back enough to get a free flow of urine.Otherwise it is just a foreskin washout and not as helpful. To get a "clean" specimen you would otherwise need to slip a catheter in.
