What is penis seal ?: If you are unable to retract your fore skin , you may have phimosis which will not allow ( you may be calling it a seal ) See could be fixed with minor procedure , or some times circumcision .see your doctor

I am assuming: you mean that the end of the urethra is sealed? I would be surprised you made it to 18 with sealed urethra, but if part of it is sealed, then you need to see a surgeon or urologist to have it opened. Long term can cause issues with bladder extension or reflux toward kidneys, so be cautious and see someone if possible.
