IDK: Do you have any neuromuscular disorders? Do you walk normal? If so, the reflex should be there. Sometimes can be harder to illicit reflex on one side in doctors office by hitting ligament/tendon just right. If you haven't seen doctor, have him/her check it out.

Who is testing?: Variable responses and needs to be repeated with some other techniques. If truly absent, then NEURO, endocrine neuropathy etc. and back workup may demonstrate an issue.
