Surgery: Just checked into noninvasive modalities & none are approved yet. In my opinion the best treatment is slim lipo wh is laser- enhanced liposuction. The fibrous & glandular nature of the tissue can require use of at least a small incision to remove some of the tissue by conventional means.

Muscle or Gland?: I would need some clarification in your goals. If you are seeking true breast enhancment, as in a gender reassignment role, then i would advise seeking the advice of an endocrinologist with expertise in this area. If you are seeking improved muscle tone of the chest/breast area, a personal trainer can guide you. If this is medical condition such as poland's syndrome, implants/surgery are options.

Puberty question ?: About a third of males will undergo a transient nipple/breast enlargement at he onset of puberty. They can be sore & worrisome to a kid looking for a sexual identity. Rarely they can be so noticable that kids want the tissue removed, yet most will resolve slowly as other hormonal changes kick in over about a year. If the process is unchanged over that period, discuss with a surgeon.
