Probably neither: The majority of these at your age are hemorrhagic cysts resulting from an enlarged ovarian follicle. They typically resolve on their own in a matter of days or weeks, so usually these are followed up with US in 6 weeks or so to see if they resolved.

Observation: This will probably just be observed. If you are not on the pill, you get an ovulation chat every month. After ovulation, it is complex appearing (corpus luteum). It is around 2 cm. it goes away at the end of the cycle and a new one starts. If you are having a problem with recurrent pain, your ovulation can be suppressed on the pill.
