Missed menses: Pregnancy tests are most reliable when done after a missed period. Before then a negative test may not be accurate.

Yes: Assuming a 28 day cycle and assuming intercourse occurred at the time of ovulation on Day 13 or 14 of the cycle, theoretically the fertilized ovum has to implant in the uterus by Day 21 and the placenta begins to produce HCG to maintain the integrity of the uterine lining, Otherwise your period would begin.. So typically one can begin to have a positive HCG level by 7-14 days.
