It shouldn't: If you ejaculate after masturbation, the fluid should be completely expelled until you next encounter. You may be leaking fluid from a gland in the urethra; this is commonly referred to as pre-cum. Or, you may have a blockage in your reproductive tract that causes fluid to leak out more slowly as it liquefies.

Depends: Some studies say there's no sperm in pre-ejaculate, others disagree. Even if there's no sperm there's the usual risk of sti's such as chlamydia as well. So if you're in a stable relationship with a partner you trust and are trying to conceive or on reliable birth control it's ok.
