No: Commercial air and boat travel during pregnancy is considered safe for women who have healthy pregnancies. Still, it's best to check with your Ob. If your pregnancy is considered high risk or you're at risk of preterm labor, your Ob might restrict travel. 28 weeks is a time when the risk of pre-term labor is low, so you are probably safe.
