Maybe...: The frown lines develop when you repeatedly furrow your brow. This could be in anger, but also when you squint in the sun or when you're concentrating or confused. Everyone is different in how long it takes to develop the lines and how much frowning is needed to cause it, so there really isn't a good correlation between "how angry" someone is and how deep the lines are.
