Probably not: Environmental allergies do not usually occur in infancy. Allergies are the result of a hyperactive immune system reaction. Infants still have fairly immature immune systems which are not capable of this specific reaction. An infant with watery eyes may be responding to allergens in the environment, but it is an irritant response, not a true allergy. Watering is the way the eyes clean themselves.
