Syndactlyly or: persistent webbing of fingers or toe due to a variety of causes is a well known congenital difference. If this is not treated by surgical release at a young age, then yes it would be retained or persistent in that individual. Passing on that trait has nothing to do with whether it was "treated" or not. The genetics of webbed fingers and toes is variable due to the large amount of differing causes
