Not quite: Immature follicles can become cysts but are not necessarily the same thing. When an immature follicle(containing an egg that is not yet mature for ovulation)starts becoming filled with fluid but does not express the egg inside, that is when it can form the cyst."normal" cysts typically go away on their own win 4-6 weeks.With PCOS extra male hormone is made, causing many small cysts on the ovaries

No: Immature follicles have not matured to the point that they are functional. Cysts occur once they have matured but are the result of improper function. They can result from other hormone imbalances in the body such as with high androgens (testosterone/DHEA) levels or low Progesterone levels. They can also form after an egg leaves properly from the ovary and are the result of bleeding/ inflammation.
