No: Immature follicles have not matured to the point that they are functional. Cysts occur once they have matured but are the result of improper function. They can result from other hormone imbalances in the body such as with high androgens (testosterone/DHEA) levels or low Progesterone levels. They can also form after an egg leaves properly from the ovary and are the result of bleeding/ inflammation.
