Depends: A month out is too early to see how the person will be, that takes about a year. Usually the condition is static and looks about the same as they did right after the accident. Over time new symptoms can emerge, like impulsivity but the symptoms usually get better or stay the same. What the person looks like a year after the event is usually how they will be.

Difficult question: The degree of injury and the site of damage is necessary to make a determination. If you are talking about concussion, most people are not symptomatic at that time. Others may contine to exhibit the symptoms from the initial time of injury
