No: Chest cold congestion sounds like bronchitis which requires hydration, and antibiotic. Mostly bronchitis is a productive cough, but generally doesn't cause difficulty breathing. Would be concerned about pneumonia, asthmatic bronchitis, or some as-yet heart disorder. Doc.
