Contact dermatitis: Most likely he was laying with that cheek on someone's shirt that had soap/dryer sheets chemical remnants. Laying against those chemicals caused a minor local reaction. Alternatively, sometimes infants drool to one side or other in their sleep and this causes some local irritation on the skin. Gently wash area and apply a fragrance free moisturizer such as eucerin or aquaphor.
