No: If you have diabetes, a high blood sugar will spill over into your urine and cause osmotic diuresis (i.e., it will act like a diuretic), but this is a disease process and doesn't occur in non - diabetic people. Water is never a diuretic but the more you drink, the more you'll urinate (the water has to go somewhere!).
