The Finer Points: Facial wrinkles and lines are the result of the long standing "hypertrophy" (growth) of the underlying facial muscles from repeated "exercise". Like the classic "laugh lines" or "crow's feet" from smiling and laughing/squinting, lines under the eyes occur due to excess loose skin or the changes in the muscles that encircle the eyes. A peel only removes surface layers and is temporary at best.
