Is it possible for someone to have psoriatic arthritis without ever having the skin condition? specially if a parent has psoriasis?

Yes: Psoriatic arthritis can begin before a patient has psoriasis. In that case the diagnosis is made on clinical findings, and radiographs. Blood tests for rheumatoid arthritis are typically negative, but labs may show evidence of inflammation.
