Yes: It normally takes 10 to 12 weeks for the fibula to heal. Swelling is a common feature during tissue recovery and healing which can last 6 to 8 months or longer. It generally is not permanent. Numbness relates to a stretching injury event to the nerves at the time of your fracture. Be patient with issues of swelling. This is normal. Pain is also normal at this time. Things should be getting better.
