Normal variation: It is normal that some people have thick mustache while others have thin.Some are very hairy all over the body.You have mustache may be thiincompared to your brother, but skin of your upper lip is normal .The hair growth depends upon hair follicles in that area .If bothers you , consult dermatologist.
