I have pain in both shoulders and have tried rehabilitating it and the pain only seemed to get worse. xray did not show anything.

See an orthopedist: If you are still having pain despite conservative treatment with rehab and medications, then you should see an orthopedist or sports medicine specialist for further evaluation. You may have true shoulder problems or may have other referred pain from somewhere else or have a rheumatologic disorder. Go seek some help.
