Things such as life events, organ of stimulation (clitoral or vaginal), mood, sleep, and many other issues are part of the determination if a woman can orgasm. A sex therapist can help with this. I would recommend seeing one if your having problems.

Many women suffer from no orgasm during penetration or intercourse unless there is some attention paid to clitoral stimulation during love making.
