Unlikely: Since smegma is sloughed skin cells, baby oil shouldn't promote that.

Probably not: No reason why baby oil be itself should promote smegma. However, water soluble lubricant like KY jelly, surgilube or lubragel are recommended for sex if a lubricant is required.
