Not safe to use: Both medications are metabolised in the liver, even in case of topical administration(rogaine). Since in cirrhosis metabolic activity of the liver is compromised usage of both medications might be not safe and further adversely affect liver function.

Is it for yourself?: Minoxidil is absorbed in such small amounts it is not a risk to liver. Oral Finasteride is not usually used in women because of little or no benefit. Although it is metabolized in liver there are no cases of severe liver injury. Propecia is only 1mg of finasteride, a med used as 5mg for prostate effect, so it is not a great danger.
