Couple possibilities: Stds like herpes can present like that. So can syphilis, usually described as 'ulcers'. However, infected hair follicles also can look like that. I would see you doctor/ local health department.

The word "bumps": The word bumps is in no way descriptive enough to diagnose anything. Perhaps this would be best handled in person so you can be examined at the same time at your physician's office.
