Uncommon: Very uncommon. Periventricular leukomalacia, or white matter pathology, represents some pathological process has occurred or is occurring. This would require an understanding of cause and perhaps an action plan wrt treatment, if possible.

PVL is caused by : lack of blood flow & oxygen to the white matter around the ventricles of the brain, an area most susceptible to damage around the end of the 2nd trimester. See http://cerebralpalsy.org/about-cerebral-palsy/cause/periventricular-leukomalacia/ for more information.
