Generally, no: Unless your doctor has a reason to, it is not standard to test for conditions for which there are no risk factors.

In general, no one : will obtain blood work or other tests that you are either not aware of or do not explicitly agree to submitting. Consent must be provided unless it is an emergency or involved in critical care decision-making. Consent for minors would be from parents, up to a certain age; consent for patients lacking "capacity" would be by a family member as outlined by laws in place for a geographic area.
