Unclear: I'm not clear on your question. The FDA does not allow pathogens or bugs in the food supply. However, there are so few food inspectors that they can't inspect everything. So, yes, it is possible that "bugs" get into the food. The FDA was created in the early 20th century because real live bugs would be in the meat supply - read "The Jungle" by Upton Sinclair.
