Yes: No one is 100% perfect with anything. Good oral hygiene and a diet that does not promote tooth decay will make getting cavities very unlikely, but it is still possible. Therefore see a dentist every six months for a checkup and evaluation. It is possible to be totally free of cavities for the rest of your life so that's something good to strive for.

Yes: If good oral hygiene doesn't include regular trips to the dentist for regular maintenance than absolutely as decay will start small. Also an old filling could feel normal, but be failing or tarter could also be hiding decay. Don't forget that diet and genetics also play a role in decay susceptibility and again for that you need your dentists help.
